CBDC Basics
Central Bank Digital Currency (CBDC) is government-issued digital banknotes. Unlike electronic payments on your phone, CBDC is digital legal tender directly issued by the central bank with exactly the same legal force as physical banknotes. Simplest understanding: if the government launches a CBDC, the NT$100 banknote in your hand becomes digital 'NT$100' — not a bank deposit, not an Alipay or PayPal account balance, but government-issued digital cash. CBDC's biggest controversy: it's a fully controllable currency under government sovereignty, theoretically enabling governments to track every transaction, set expiry dates, or restrict use cases.

CBDC Offline Payment
Being able to complete a central bank digital currency transfer between two phones or devices with zero network connectivity — this sounds like a basic feature of mobile payments, but for a "digital" currency it's actually a technical problem that isn't fully solved yet. A Central Bank Digital Currency (CBDC) is a digital form of legal tender issued directly by a nation's central bank, carrying the same legal status as traditional banknotes but circulating in digital form on a chain or closed system.
